New Declaration Rules for Export Processing Equipment & Dual-Use Items
Effective Date: June 30, 2026
⚙️ Scope of Controlled Equipment (HS 8454 - 8465)
The entire procurement, receiving, and declaration process must thoroughly verify if the following machinery falls under dual-use item control:
Bending Machines
Lathes
Milling Machines
Grinding Machines
Laser Marking / Cutting / Welding
Similar Functional Equipment
⚠️ Strict Declaration Requirements
- If specifications, functions, parameters, or end-use details are unclear, Customs will directly reject the declaration.
- Suspected shipments will trigger an official review process, potentially leading to manual inspection and professional lab appraisals.
- Processing delays can last from 1 to 3 months.
🚨 Severe Legal Liabilities & Consequences
| Goods Value > 500,000 RMB | Fines between 5 to 10 times the product value. |
| Goods Value < 500,000 RMB | Fines ranging from 500,000 to 2,500,000 RMB. |
| Serious Violations | Criminal prosecution and prison sentences. |
